NOTICE OF AVAILABILITY AND PUBLIC COMMENT PERIOD

2026 ANNUAL ACTION PLAN WHICH INCLUDES THE COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME PROGRAMS

Lake County is required to submit an Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD) in order to receive funds from the Community Development Block Grant Program (CDBG), HOME Program and the Emergency Shelter Grant Program (ESG).  The County will not receive any direct funding under the ESG Program.  However, it may apply for, and compete for, funding under this program.

As required by Federal Regulation for the Community Development Block Grant (CDBG) and HOME Programs, Lake County is publishing a summary in the 2024 Annual Action Plan and the projected use of approximately $1,547,605.00 allocated under the FY 2024 CDBG Program, approximately $594,825.00 allocated under the FY 2024 HOME Program, an estimated program income of $90,000, and $114,197.95 in rollover funds for a total of $2,346,627.95. This information is available to the public.  Of this amount, the County expects to spend approximately 87% on activities that benefit low- and moderate-income persons.  These figures were provided by HUD.

Activities expected to be undertaken during the 2026 Program Year include:       

Housing:  Owner and rental rehabilitation, and homebuyer assistance, all targeted to households with incomes under 80% of the median family income for the Lake County area.

Infrastructure Improvements:  Assistance to upgrading, replacing, or rehabilitating streets, sidewalks, water and sewer lines, storm drainage facilities and their appurtenances, to be targeted primarily to lower income and deteriorated areas.  Infrastructure to support the rehabilitation and development of new housing primarily for lower income persons.

Economic Development Needs:  Assistance to commercial, industrial, warehousing and research facilities and related entities for location, expansion or retention of employment, especially for lower income persons and households. Small Business training program.

Accessibility Improvements:  For physically impaired persons.

Public Facilities:  Assistance for public recreation areas and facilities and other public facilities, targeted to those primarily benefiting lower income persons.

Public Services:  Homeless Prevention, Fair Housing Services, Transportation Assistance, Youth Education Assistance, Disabled Day Care, and Domestic Violence.

Planning and Administration including general information of all program activities.
