CORRECTIONS

The Lake County Community Economic Development Department (LCCEDD) is proposing to amend the Fiscal Year (FY) 2021 Annual Action Plan for use of HOME ARP (American Rescue Plan) funds from the American Rescue Plan Act of 2021 (P.L. 117-2) of March, 2021.

Background:

The HOME Investment Partnership (HOME) funding for FY2021 was increased through the adoption of the American Rescue Plan Act (ARP) in March of 2021.  LCCEDD prepared and adopted a HOME-ARP Allocation Plan to expend the grant funds pursuant to the Act.

LCCEDD distributed and/or allocated most of the grant funds in a Round 1 Application Process and during the Round 2 Application Process to distribute the remining funds it was determined that the FY21 AAP needs to be amended to match the requested received for funding.

The LCCEDD Citizen participation Plan (CPP) describes efforts that the County will take to encourage residents and stakeholders to participate in developing these plans.  It also provides requirements for public processes when a “Substantial Amendment” to the Annual Action Plan is proposed.  The following changes constitute a substantial amendment and require public notice as described in the CPP:

Proposed Substantial Amendment Corrections:

FY 2021 HOME-ARP funds must be used for individuals or families from the following qualifying populations:

  1. homeless;
  2. at-risk of homelessness;
  3. fleeing or attempting to flee domestic violence, dating violence, sexual

assault, stalking, or human trafficking;

  1. other populations where providing assistance would prevent the family’s homelessness or would serve those with the greatest risk of housing instability; and
  2. veterans and families that include a veteran family member that meet one of the preceding criteria.

HOME-ARP funds can be used for four eligible activities including the:

  1. production or preservation of affordable housing;
  2. tenant-based rental assistance;
  3. supportive services, including homeless prevention services and housing counseling; and
  4. the purchase or development of non-congregate shelter for individuals and families experiencing homelessness.

Analysis:

This proposal qualifies as a substantial amendment because it meets all of the criteria described in the LCCEDD CPP.

Public Process:

LCCEDD is providing notice of a fifteen (15) day public comment period beginning on May 16th, 2026 and ending on June 1st, 2026, 2026 at 4:00 PM CST.  A public hearing will be held in the offices LCCEDD at 3:00 PM on Tuesday, June 2nd, 2026 for any interested parties, 2293 N. Main Street, Building A, Room 310-A.
